Burning questions

Why do other students get to go on awsome trips to foreign countries like japan and china to help strengthen diplomatic ties between countries while students from other "Less" illustrious schools are not offered the same opportunity? Aren't we all equals?, or is there a certian merit there is to achieve?, or is the opportunity only give to students in a specific group of schools?
